Colombia may not be the most suitable location for a VPN server, earning a “Below Average” rating on the Privacy Protection Index (PPI). Although Colombia has enacted data protection laws like the Law on the Protection of Personal Data (Law 1581 of 2012), the country has a history of internet surveillance and monitoring. For instance, in 2014, the Colombian government was revealed to have been using a surveillance program called “PUMA” to monitor citizens’ communications without proper legal oversight. Additionally, the country has mandatory data retention laws, requiring Internet Service Providers (ISPs) and telecom companies to store users’ metadata for a specified period. These factors, combined with the potential for political instability, make Colombia a less attractive location for a VPN server compared to countries with higher PPI ratings and more robust privacy protections.
